Jimmy McMillan had a simple – albeit lofty – goal for this year's Okeechobee Eastern FLW Series: Finish higher than 2nd place. Mission accomplished.

The 2008 Eastern Series points champion lives less than a mile from the lake and fishes there at least 150 times a year. He finished behind only J.T. Kenney at the Big O last year and set his sights on being 2nd to no one this time around.

Belle Glade, Fla., where he resides and also owns and operates a mom-and-pop grocery store that's been in his family for more than half a century, is located on the lake's southernmost shore. He usually focuses on that end in tournaments, but his determination to win caused him to explore other possibilities.

He won it on the north end.

"I just had an idea because we haven't been doing that well down here," he said. "Last year after I got beat, I vowed to learn every inch of the lake instead of just my home waters."

He also went out of his element to achieve the victory. He'd never been a sight-fisherman and never had any real desire to become one, but knew he had to give it a try when seven sacks that came in on day-1 were bigger than his 19-10 effort. So he got a few tips from fellow Okeechobee resident Koby Kreiger and put them to good use on days 2 and 3, when he took charge of the event.

Ironically, after the last fish had been weighed, only McMillan stood between Kreiger and the trophy. "If he hadn't helped me, he might've won," the former said. "I made sure I thanked him for it."

His 74-04 total for 4 days put him exactly 13 pounds clear of Kreiger and gave him the most significant victory of his career. Here's how he did it.

Practice

McMillan's life could almost be described as one continuous practice session on Okeechobee that's interrupted by a tournament now and then. He's on the water at least three times a week throughout the year – off-limits periods notwithstanding.

His forays took a little twist about a month ago, however. He started venturing to the north end in search of spawning water that would hold up no matter what kind of weather arrived in late January, and he found precisely what he was looking for.

It was a big flat covered almost entirely by mussel shells.

"It was clean, and I didn't think it would get dirty with the cold fronts," he said. "It had a lot of grass cover on the outside blocking it, and being it was on the north end, it was already protected from a northern front.

"A lot of times we have problems with those down here (on the southern end) – the water gets dirty and muddy and we don't know where to fish."

He caught a few – he got a quality bite on virtually every practice cast he made – on a Reaction Innovations Skinny Dipper.

"Then I said no way, I'm not fishing here anymore. I wished the tournament was starting the next day. My biggest concern was how many people were going to be down there with me."

Competition

> Day 1: 5, 19-10
> Day 2: 5, 23-03
> Day 3: 5, 14-09
> Day 4: 4, 16-14
> Total = 19, 74-04

More than a dozen boats joined McMillan on the shell-covered flat on day 1. He caught a strong bag blind-casting, but realized that some others who also put together healthy sacks down there were looking at their fish. Among those were stalwarts such as his friend Kreiger, along with the likes of David Dudley and Clark Wendlandt.

"I called Koby up and said, 'I can't see them. What's the deal?' He told me to pull up and just sit there and be real quiet and still, and if they'd moved, they'll come back.

"The next day I started seeing them. I got into a little bit of a groove with it."

That's an understatement, as his 23-03 stringer (which included a couple of sight-fish) was easily the biggest of the day and catapulted him from 8th place into the lead. He caught his biggest fish (a 6-02) right in front of Wendlandt, whose co-angler that day was McMillan's son's best friend.

"I told (the co-angler) to tell my son that he saw me catch that one sight-fishing. Otherwise he was never going to believe it."

He kept right on seeing them through day 3, even though it rained buckets and the wind blew at about 20 mph. His bag was only 14 1/2 pounds, but it was good enough to keep him in the lead as the field was cut to the Top 10.

On day 4, he had the area all to himself – Kreiger was in the vicinity, but a considerable way off. The water had dropped 13 degrees overnight (to 54) and the wind had pushed out about a foot of water, leaving much more grass exposed.

He figured he could still get a few bites by swimming the Skinny Dipper across top of the mats. He got nine spread throughout the day, but hooked up with only five and landed four.

The quartet he put in the well averaged better than 4 pounds each, but he had a sinking feeling that his lack of a fifth would haunt him. That proved to be unfounded, though – his bag was the best of the day by nearly 7 pounds.

A Reaction Innovations Skinny Dipper (right) and Sweet Beaver were the only baits McMillan used at Okeechobee.

There was just a single limit and four empty sacks brought in on the day, and three of the egg-layers were Floridians.

"I'd have been a lot more comfortable if I'd have five, but I was surprised by (how little) everybody else caught. A lot of those guys fish here a lot and they know the lake and they know what the fronts do to it. I was surprised when a few of them zeroed."

Winning Gear Notes

> Swimbait gear: 7' heavy-action G. Loomis IMX rod, Shimano Curado casting reel (6:1 gear ratio), 65-pound Sufix braided line, 1/8-ounce Reaction Innovations ScrewedUp Bullet Head weight, 6/0 Gamakatsu Superline EWG hook, Reaction Innovations Skinny Dipper (pearl/blue shad).

> Sight-fishing gear: Same rod and reel, 25-pound Berkley Trilene Big Game line, 1/4-ounce Tru-Tungsten weight (silver), 5/0 Gamakatsu Superline EWG hook, Reaction Innovations Sweet Beaver (white trash).

The Bottom Line

> Main factor in his success – "I was just determined this time not to come in 2nd. I was going to stay with the best fish in the lake and I was going to catch them."

> Performance Edge – "Everything else would've been useless without the Skinny Dipper."

Notable

> McMillan said that he, his son and 9th-place finisher Carmen Patti recently went in on nearly $1,000 worth of Skinny Dippers. "My wife about killed me, but we wanted to make sure we'd have enough."

> He'd like to fish the FLW Tour at some point, but won't commit to it now due to his business. "The Series is four tournaments and they're spread out during the year, and that's about as much as I can do right now."
